THE BASICS

Baseball Maelstrom is a computer simulation baseball league using the OOTP sim engine. The league is maintained by a Commissioner's Office consisting of an AL Commissioner and an NL Commissioner. Together, they have the power to create and modify rules to maintain the integrity of the league. In the future, membership for the Commissioner's Office may change. Until then, owner opinions will be taken into consideration for the formulation of new rules or the modification of existing rules. The Commissioner's Office is the final judge and arbiter of the rules.

OWNER RESPONSIBILITY:

Owners must own the latest version of OOTP. In the future, we will switch to the newest version of OOTP as it becomes available and stable.

All owners are expected to act in their team's best interest by fielding a competitive team while still turning a profit.

Owners are expected to send in a lineup export or email stating you have no changes to make at least once a week. If you cannot meet this minimum requirement, then you may be removed from ownership. There are also certain items in which all owners are expected to participate. These include votes, ballots, etc. The mandatory response requested for these will be clearly stated.

Baseball Maelstrom will not tolerate collusion (multiple teams per owner), "tanking" (intentional losing to better your draft position), or intentional rule breaking or cheating.

AOL Instant Messenger is highly recommended and will be used for all live events.

LEAGUE SETUP:

Seasons will be replayed in career mode. The league started with the 2001 season using a modified version of Erich Ingram's (Rolen17) OOTP3 roster set.

There is no inter-league play during the regular season.

The American League uses the DH and the National League does not.

Coaches and scouts are disabled.

Owners may adjust ticket prices as they see fit.

There is no salary cap.

There is a $15,000,000 cash maximum for all teams. At the end of each season, any cash on hand over this amount will be added to the owner's Stadium Fund. This is detailed in the Equity section. There will be no revenue sharing.

Playoff revenue for playoff teams will be doubled.

Fan Loyalty and Market Size will never be allowed to drop below average for any team. Teams will be allowed to move up and down above Average at the game's discretion. HOWEVER, teams that make the playoffs or finish 3rd or better in the Tourney will NOT be allowed to drop in either Fan Loyalty or Market Size that season.

Fan Interest will have a floor of 50, reset at the start of each season. Teams with Fan Interest below 50 will be brought back up to 50 before the start of every season. During each season, teams will be allowed to fluctuate normally even if the game drops them below 50.

When a team with negative cash comes under new ownership, the team's cash will be brought back up to 0. This way new owners will not start off penalized for financial mistakes of prior owners.

When the league is switched to new versions of OOTP, any new team values will be set to 'average'.

Sims are held three times a week on Monday, Wednesday, and Friday nights with lineup exports due at 7 pm. Each sim covers one week of the season, though there may be times of the year that more or less is covered (All-Star break, Opening Day, and the Playoffs). The website is usually updated the following morning.

FINAL DISCLOSURE:

All rules may be modified and new rules may be added by the Commissioner's Office. The Commissioner's Office may modify teams and lineups to comply with the above rules.
